Hi Jill,
Thanks for stopping by and asking about the Shalom pattern. The gauge I listed in the pattern is for both the # of rows and # of stitches, as you will find standard with every pattern. The yarn I used was recycled from a thrift store sweater, and so this may not be easy to replicate with store bought yarn. Good luck, and check out the finished projects on ravelry for more helpful hints and suggestions.
